Foreign adoption agencies serve as a link and bridge to
bring children back to family. They are major practicians
who protect children’s rights.
By the date of September 30th, 2005, there are 16 countries
that have established cooperative relationship with China
for inter-country adoption program. These countries include:
U.S.A., Canada, U.K., France, Spain, Holland, Belgium, Denmark,
Norway, Sweden, Finland, Iceland, Ireland, Australia, New
Zealand, and Singapore. In these countries, government departments
and adoption agencies cooperating with CCAA total 157.
In February 2003, CCAA publicized a notification about
implementing an evaluation system among foreign adoption
agencies. The purpose is to safeguard the rights of the
adopted children, to further regulate the inter-country
adoption practice in China, and to guarantee a sound and
orderly development of inter-country adoption practice.
Documents of the evaluation system mainly include Basic
Requirements for Foreign Adoption Organizations in Cooperation
with the China Center of Adoption Affairs and Provisional
Regulations and Requirements by CCAA for Foreign Adoption
Organizations doing Adoption with China. The CCAA has made
annual evaluations on foreign adoption agencies in 2003
and 2004 with accordance to this new evaluation system.
For agencies with problems, CCAA provided recommendations
for improvements; for agencies failed to meet the standards,
terminated the cooperation.
It is our hope that all adoption agencies will faithfully
fulfill the basic principle for inter-country adoptions,
truly protect the rights and interests of the adopted children,
continue to maintain a high level of standards in service
quality, and exert a positive role in this field.
