From November 17 to 19£¬2010, a research group of National Child Welfare Management Information System led by the Deputy Director-General of China Center of Adoption Affairs Ms. Chu Xiaoying, with the participation of Information and Technology Department, went to Inner Mongolia for a basic research regarding the living expenses granted to orphans.
The research group listened to the local Civil Affairs Bureau in aspects of the practice of regional party committee and government on improving the living standard of orphans and disabled children in granting basic cost of living, learned about the implementation and measures of granting and allocation of funds, and discussed about the problems during the implementation. The research group also went to the welfare institutions and disadvantaged families, learnt about the centralized and decentralized support and care for abandoned orphans to understand their life, growth and fund allocation, etc.
Through the research, the group have mastered the actual operation of basic living expenses granted to orphans, examined the National Child Welfare Management Information System database Phase I construction, and accumulated effective methods for Phase II of the construction of the System of basic living expenses granting, which laid a solid foundation for better construction of the National Child Welfare Management Information System as soon as possible .
