In accordance with the spirit of “Notice of Official Use of ‘National Child Welfare Information Management System’”, this system started to be put in use from February 15, 2011. On that day, more than 500 users throughout the country logged in, which indicates that the establishment of basic information database of orphans and the distribution of their basic living expenses has entered a real-time and transparent informational stage.

Entrusted by the Ministry of Civil Affairs, China Center of Adoption Affairs is responsible for the development, management, maintenance and training of this system, starting from March 2010. Through needs analysis, software development, testing, etc., the first version of the system started its trial operation in October last year. After the first session of the "National Child Welfare Information Management System Training" held in December 2010, we learned from the experiences and recommendations of different places, made modifications on the software and completed the development of the second version by January 2011. China Center of Adoption Affairs also undertakes the job of training and guidance of using this system.
