Jinan Social Welfare Institute is located at No. 306 Jingshi Road. It was established in September, 1948, previously “Jinan Community Help Center”. It changed its name to Jinan Social Welfare Institute in 1980. It is responsible for taking care of abandoned infants, orphaned children and “3 NOs” (No support, no employment, no custodian) individuals. It is Shangdong’s largest scale comprehensive social welfare charitable organization, and classed as the province’s first rate social institute.

Over the past 50 years, with the help and support from Party and Government, and the leadership and guidance from Municipal Council, and the support form community, our institute is committed to “treating the old with respect and kindness, giving our love and care to children” as our underlying principle in our service. We strive to establish a “first-rate staff, provide first rate service, and strive for outstanding achievements” as our ultimate goal. We already took the lead in implementing a nation-wide systematic comprehensive care system. At the same time, we actively explore the path to reform in the deinstitutionalization of social welfare. We are moving towards building our institute into a senior home, disability support, medical and rehab, nursing, and special education all-inclusive center with garden landscape.

To ensure that our institute will truly become a “blissful home for seniors, and a land of happiness for children”, we have implemented programs such as “hand in hand, one to one” and “responsible mothers”, “dutiful nurses” to take children back “Home” for New Year and other meaningful activities, helping the child to feel a sense of family warmth. Reporters from Xinhua Express followed up on part of the programs, and created a strong positive response and impact in the community. In accordance to the requirements in the “Temporary Regulations” made by the Ministry of Civil Affairs of the state, our institute carried out plans to establish a base and facilities for foster family, bringing back the joy and warmth from family into children’s lives, and maximized the safeguard of adopted children’s rights and interests. Since the founding of the institutes, there have been over 18000 individuals benefited from our services and facilities. We’ve created a positive impact in our nation’s human rights, social stability, civil service and financial support.

In recent years, we’ve successfully fulfilled our mission in professionalism construction and “people oriented” management and service through facilitating and implementing program on “satisfaction starts with people govern civil affairs”, and have received numerous provincial and municipal honorable titles. In the future of our development, we will maximize our strength in management, service and policy making strategies, build from our experience, to form an international standard management system, and to push forward progress in adoption and foster family work. We will establish our institute into a temporary shelter for orphaned children, a rehab center for disabled children, a guidance center for foster families and a community support center for families. We will strive to become a State first class institute.
