Shenyang (Children’s) Social Welfare Institute was built in 1972. It provides care for orphaned and abandoned children and infants, and children with mental and physical disability, who are left without shelter, social and financial support and other basic necessities of life. It is located in the Wangniu village, Zaohua Town, Yuhong District in the northern part of Shengyang city. It covers a total area of 51000 square meters and total floor area of 14000 square meters.

There are currently 443 staff members, 202 children from new born to 14 years old. There is a total of 125 employees including doctors, nurses, teachers and rehab trainers as a group of specialized technicians of different levels and management personnel working together to assists and provide children with various forms of services, like daily care, medical care, rehab, special education and other.
With a guiding principle of achieving and creating a first class Welfare Institute, groups are taken care of in accordance to their age, mental intelligence, and physical condition. We have subdivided the adults into four areas of services including senior care, mental health patient center, physical and mental disability area, and female medical area. The children’s sector is further divided into infant class, nursery class, mentally disabled class, and pre-school class. Our institute also established a system of procedures targeting high quality service for different groups. We employed specialized rehab training programs, combining physiotherapy, occupational therapy, speech pathology, and psychotherapy on a case-by-case basis. The success rate reached over 85%.

In recent years, under the care and support of Shenyang municipal council and government, our institute focuses on the construction of the infrastructure. We are adequately equipped with bathhouse, laundry room, patient room, pharmacy, X-ray machine, ECG machine, and B-ultrasonic equipment. In 2002, with an investment of 15 million RMB, we built a 5000 square meters large children rehab center, which was put in use in September of 2003. The building was fully equipped with facilities of various functions.
The outdoor landscape of the institute is designed with a long corridor, gazebo, and is decorated with various animal artifacts such as reindeer, crane etc. More than 50 types of plants are planted, building up a relaxing and comfortable environment, which is considered as advanced in national standards.
Our staff sees “care for others, respect others, alleviate burden of the State, and help the needy” as the underlying principle in our work, and puts undying efforts in caring for the needy, in hopes of continuous improvements in their work. Our institute has been given titles of provincial “Spiritual Civility Unit”, “Civil Affairs System First Class Institution”, and Liao Ning Province “Outstanding Position of Youth Protection”, municipal “Learn to be Lei Feng Advanced Group”, municipal model unit for health sanitary, “City Garden” unit and municipal “Advanced Group for Implementation of Program in 1990s for Children” .
