Tianjin Children’s Welfare Institute was founded in 1882. Its predecessor was Tianjin Guang Ren Tang Children’s Charitable Organization. Post-liberation, Tianjin Government took over various Guang Ren Tang’s Children Charitable Organizations, then established no. 1 and no.2 Child Education Institute. In 1955, it merged with Tianjin Reformatory Institute, and was officially named Tianjjin Children’s Welfare Institute. In 1988, Tianjin Rehabilitation Center for Disabled Children was established as well.

Tianjin Children’s Welfare Institute is a subordinate institution to Tianjin Civil Affairs Bureau for adoption of disabled and abandoned infants. Total area of the institute consists of 7848 square meters, and with a total floor space of 5280 square meters. After liberation, while in the care of the Party and Government, it went through decades of development, and has become a first rate welfare institution entitled with Tianjin External Window Unit, Tianjin Civilization Unit, Tianjin “15” Renders Meritorious Advanced Service Unit, Tianjin Work and Professional Ethics Construction and Advance Unit, National Women’s and Children’s Rights Advanced Unit. It has been granted ISO9001: 2000 quality authentication .

As reform and open policy opened up new horizons for China, Children’s Welfare Institute also unleashed new opportunities and changes, in realization to the “three transformations”: from “closed to open”, “support to health support”, “welfare to welfare management”. Also, it changed traditional child bearing methods from the 3 fundamental “raise, teach, cure” to a more refined “temperament, capability, and intelligence” child development methods. It paid special attention to all aspects of child development, such as a child’s emotional gratification, social perception, mental health, and communications and human interaction.

Recently, our first priority is persistently keeping up with societal development. We are determined to put humanity above everything else, and “Everything for Children” as our institution’s underlying principle. We believe in “humanity is fundamental element, Institution serves as family, with a sea filled with love”, as our motto. We continuously strive for higher ideology, cultural enhancement, and higher standard of professionalism and service quality. For the children’s best interests and needs, we follow “first adopt, then foster care, last organization care” as the basic guideline to help children go through domestic adoption, international adoption, foster care and various other types of family care to help the children return to loving families and integrate into society. This ensures the children’s life standards and lifestyles will improve enormously. Furthermore, our institution has been actively making efforts for management and turning to be an Information Processing and Inquiry Center for children in difficult situations and other social service institutions, a Professional Training Center for staff working with children in difficult situations, a Community Rehabilitation Center for children with disability, a Temporary Shelter and Care Center for orphans and abandoned children newly-adopted by the institute, a Service and Counseling Center for Foster Family, and a Technical and Service Support Center for Families with Special Needs Children.

In recent years, Tianjin Children’s Welfare Institution’s progress has received special attention and help and support from Party and Government as well as various organizations and institutions from all aspects of society.
