Surrounding the CCAA, namely: to promote healthy development of children in welfare organizations, to establish two systems, and to complete the three-fold work of emphasizing training, raising funds and donations, and developing a cooperation program to assist and improve welfare organizations.

Establishing Two Systems

1. Take on a specialized intelligence two-stage training system. According to the CCAA, the provincial level will demonstrate to welfare institutes the two-stage work to assist welfare organizations and the foundation training and specialized training the staff will develop.
2. Contribution cooperation system. One, to process material donations; two, to process financial donations; and three, to promote cooperation outside China.

Emphasizing Three-Fold Work

1. Conduct training for welfare organizations employees. Conduct three levels (orphanage director, medical staff, and caretaking and education staff) and five types (management, caretaker, teacher, doctor, and nutritionist) of training. In 2006, more than 600 people are set to be trained.
2. Actively raise funds and material donations.
3. Develop cooperation outside China and abroad. Currently we plan to develop training classes, workshops, early education, medical and health care, and older child education and employment assistance, etc., programs. At the same time we are willing to cooperate with other organizations to develop any other programs benefiting orphans and handicapped children’s healthy development.
