What problems need attention when preparing adoption dossiers?

(1) The adopters¡¯ ages must conform to requirements.
The CCAA will not accept an application from adopters whose ages do not conform to requirements.

(2) The adopters¡¯ physical exams must be complete and valid.
Adoption law provides that adopters must not have any medical condition that prohibits them from adopting a child. The rules of the CCAA¡¯s evaluation system stipulate that adoptive applicants must provide a physical exam report issued by a licensed physician. Any long-term medications and their uses must be clearly named. Adoptive applicants with a serious illness or past surgery must submit a physical exam report issued by a licensed medical specialist.

(3) The home study report must be true and credible. The adoption organization, in accordance with the requirements of the evaluation system, must faithfully complete the family study, and the home study must be an accurate reflection of the adoptive family¡¯s situation.

(4) Other issues for special attention:

I. The adoption petition must pledge never to abandon or mistreat the adopted child, to afford the same rights to the adopted child as to a biological child, and to care for and educate the adopted child so that he/she may grow up healthily.

II. Families with a criminal record or who have been subject to punishment must explain the type of punishment incurred and the reason for and time of the punishment. They must also explain if there has been repentance and change in behavior and include the social worker¡¯s evaluation of the family.

III. The home study must designate guardians and must contain an agreement between the adoption organization and the home study agency.

IV. The passport copies must not be unclear and for convenient reference must not be stapled together with other documents.

V.Bareheaded photographs should be regular and clear. Two-inch bareheaded photos should be placed in a passport photo bag. Bareheaded photos and family life photos, not printed on ordinary paper, should be submitted to the CCAA.

VI. An adoption approval notice from another country¡¯s government need not be forwarded to the CCAA.

Before an adoption dossier is submitted to the CCAA, the adoption organization should diligently examine the adoption dossier for completeness and validity. An incomplete adoption dossier will affect the adoption dossier review process.
