From the start of this year, Ministry of Civil Affairs has determined to implement within the next three years to ¡°Disabled Orphans Surgical and Rehabilitation Plan for Tomorrow¡± (referred to as Tomorrow¡¯s Plan) across all Social Welfare Institutes in China. Yesterday, a press conference was held by the Ministry of Civil Affairs, and established the basis of this program, please contact Ministry of Civil Affairs and related internet link for more detailed information.

¡°Tomorrow Plan¡± has fully embodied people-oriented social development, it also represented Chinese Government and society¡¯s love and care for disabled children, realizing the full effects of better caring for the orphans with disability. At the same time, it protects the legal rights of the relinquished children with disability, and changing their destiny. Through Tomorrow Plan, children not only relieved from the pain and suffering of their disability, they can also develop healthily, and build a strong sense of independence, allowing them to grow up as healthy and normal children, attending school, study, and realizing their dream to return to society, and return to a loving home. The implementation of Tomorrow¡¯s Plan, will create a better atmosphere for the society to care and protect disabled orphans, establish a long-term plan for rehabilitation for children after surgery.

Social welfare development in China has received much support and help from various organizations domestically, and internationally, including many inter-country Adoption agencies and adoptive families. Due to this unconditional kindness, it allowed the children to receive healing through surgeries, and due to this love without boundaries, some of these children has found a home filled with love and blessings. The unconditional love that showered the hearts of these children, has filtered into the hearts of Chinese citizens.

Tomorrow Plan has involved 30 000 disabled orphans, in order to complete this project, it will require the collaborative efforts of many. I would hope everyone would initiate, and actively involved in the plan to the betterment of these disabled orphans, hand-in-hand, we can create a better tomorrow for these disabled orphans.
