Dear Director Lu:
I am from the countryside, I have a son but I want to adopt a girl, so that my son have accompaniment.As you know our country only allow one child, and I don¡¯t want to give birth to another child.It would be ideal to adopt another child, and it can alleviate some burden for our country as well.But I looked into our Law, and in our situation, we are not allowed to adopt, so I thought could the law be too harsh? There are so many relinquished children who cannot the warmth and care from families, and the law doesn¡¯t allow qualified families to adopt. (If so, we¡¯d rather exceed the limit and pay the fines) The results are those who exceed the lime will exceed, and those abandoned will be abandoned.If our law is more tolerant, those like us who cannot have a biological child can adopt.This can change the lives of another daughter. (I read most abandoned infants are mostly daughters). Prejudiced against females is still the norm, but one cannot control the sex of the child. If some families give births to many girls, then those girls are either sent to other or abandoned.I¡¯d like to give my advice.You have more authority in your words, could it be possible that our law could have more humanity?

1.One Child Policy is our National Family Planning Policy. According to the ¡°Adoptive Law of the People Republic of China¡±; adoption cannot breach the laws and regulations for family planning policy.
2. According to ¡°Adoptive Law of the People Republic of China¡± No. 8, one can be exempted from the restrictions of the law, and adopt an orphaned, special needs child or children with unidentified birth parents in the SWI. Therefore, although you have a biological child, but as long as you have proven ability to support another child, you can adopt the above children.My suggestion is that you contact and consult local Civil Affairs or Social Welfare Institute on the adoption procedures.
